If your 485 petition has been approved, then Yes, you can go to the local USCIS office, and have your passport stamped.
You might also want to set up an infopass appointment, and show your letter to an officer, and ask your question regarding passport stamping.

I did have an infopass appointment about a month ago, and I had a very helpful gentleman, who told me about the pending namecheck.
This time, I thought I'll save some time by calling TSC instead of driving to USCIS office. Now, I'll have to seek an infopass appointment next...

I contacted TSC using POJ method. An extremely nasty woman answered my call. She refused to answer the question as to whether my name check has cleared. She kept on repeating that I should contact FBI regarding this.

The message you got from USCIS on your I-140 approval is standard statement, and not supposed to be taken literally. I got a similar message on my I-140 approval notice, and I downloaded all the I-485 related forms online only.
