    If your 485 petition has been approved, then Yes, you can go to the local USCIS office, and have your passport stamped. You might also want to set up an infopass appointment, and show your letter to an officer, and ask your question regarding passport stamping.

    FYI: I contacted TSC using POJ method. An extremely nasty woman answered my call. She refused to answer the question as to whether my name check has cleared. She kept on repeating that I should contact FBI regarding this. Why can't they at least hire some decent, competent people?

    Yes, you can download the form online. The message you got from USCIS on your I-140 approval is standard statement, and not supposed to be taken literally. I got a similar message on my I-140 approval notice, and I downloaded all the I-485 related forms online only. Good luck with the 485.
