I am sorry to upset you. Based on my understanding, if you are from China, India, Phil, or Mexico, you will not be able to file I480 after 10/01/2005 until the quote is available.
If you can push your attorney to get your labor done ASAP, you might catch 10/01 date.

I just spoke with someone from NY DOL. He told me they are currently processing cases entered in their system on Oct 4, 2004. He also mentioned they have a small group at this moment. They will only do whatever they can until the office get closed in DECEMBER.

Please do not get confused -- NY regional DOL is not processing cases in FIFO manner. I randomed checked 20 cases from 02509500 to 02511500. Believe it or not, there are some cases with number 025-11-XXX already certified.

2004/05 is listed on both the voice machine and this website. I actually called my attorney to confirm this. But it's fine if you still trust DOL website:)
If you call 212-337-2184, you will find the date is 2004/05. However, DOL website was saying 2004/07. Since 212-337-2184 is NY DOL number, I think it has more accurate number.

Has your case been moved to regional office? If yes, I am not sure where you heard that they are being moved to BRC. As to my understanding, any case registered in regional DOL tracking system is considered as open case. Therefore they will be processed by regional DOL.

My case was forwarded from NYSWA to NY Regional DOL on 09/15/2004. And it showed up in regional office on 11/04/2004. I would say it typically takes 1 to 2 months for this process based on your luck.

I just checked with AVM on 212-337-2193. It seems they almost finished all July cases. Early Aug cases (prior to Aug 10) are also processed.
