Can't say about people from other countries, but people from India move to other countries mainly for financial reason. If they can have financial opportunity in India, I doubt that they will even consider moving to any other country given the fact that they are very family and cultural oriented society.
India is not the same as it used to be 8-10 years ago. It's all changed now. Living standard, income, infrastructure and everything different now compared to how it was before. However, it's a sad fact that despite of all these great changes, India still cannot provide proper electricity, clean drinking water and clean air, which is the basic necessity. Even in a big city like New Delhi and Bombay, electricity goes off all the time. Could you imagine living without electricity during summer in 90 degree temperature!!! And strange part is that electricty goes off more during the summer.
And then air is so polluted that I cannot even describe it. Drinking water is another big problem. Recently I've read in an Indian Newspaper that a lot of people died in certain parts of New Delhi because city govt. had put so much cholorine in the water which made bones and intestines to have soften or glimmed away. Further, there are so much mosquitoes everywhere that it's so hard to live without them. Nobody is doing anything, neither public nor the govt. Sad. I think Indian govt. should have paid attention to provide basic needs to their people than thinking and doing all these wonderful "new" changes....

i think its important to keep some perspectives though. i am not making excuses for the govt or the system but providing for a billion people in a democracy is not easy. there are many NGO's (non governmental organizations) that are doing excellent work in a lot of areas. yes the govt has not lived up to its potential but try leading a diverse country with bunch of languages, a bunch of religions, communities, classes what not...and that too with a coalition govt.
just a comparision, you can look at parts of alabama, lousiana, south carolina and mississippi and see the despair of poverty, infrastructure what not. and i dont have to say much about what happened during katrina. and if a 'rich' well established govt cant do this..then you can imagine the issues with a bigger diverse mass of population... another example is EU...look at the drama..and how rudderless, leaderless and beaurocratic the grouping as a whole its become...india is a mini EU in a lot of respects... but i am very hopeful for the country...it will be a slow path but i think things are getting better...
