Regarding your question, although the consular website does not specify whether or not a police certificate is required for residents of India, the new Packet III documents being issued from the National Visa Center state that at the immigrant visa interview, all applicants will have to provide police certificates for every locality in which they have resided since the age of 16 years old. Following is the information available for obtaining police certificates in India:
POLICE RECORD
Police Clearance Certificates may be obtained at the local passport issuing office. They are usually more dependable than those obtained at a local level, and would indicate that the subject had no serious criminal conviction on record. This is because the Government of India is concerned that criminals not obtain passports, and for this reason requires that criminal convictions be reported to passport authorities. (Taken from

Well guys, this confirms that
1. PCC will be required from now on.
2. From every locality you lived in since 16 years of age OR from the local passport issuing authority in India.
3. The best place to get a comprehensive one is from the Indian consulate in the US.
Chicago folks, it is impossible for us to get one from the consulate here as it takes three months. I am going to get a PCC from my local police station. However, I lived in only one location after 16 years of age, so that should work. Well, I was actually away for one year just when I turned sixteen. So again, this is confusing.
I will try to get a letter from my lawyer saying that Chicago consulate takes three months and I have lived in a single locality for most of my time. I hope this will work.
