DV 2024 All Selectees (Consular Processing - CP)

HI Super Moderator,

I am asking this on behalf of a friend.
1. She has been selected for DV2024. All information on her submitted DS260 are correct. Just she entered the wrong passport issuance date. The expiry date is fine. But the issuance date is off by a few years by mistake. Should she unlock the DS260 and try to correct that?
2. I sometimes hear unlocking the DS260 can cause delays in processing and interview scheduling. Is this true?
3. Her passport had expired and the embassy of our country extended the passport by sticking a sticker into a blank page of the passport and filled in the extension dates and then stamped there on the sticker and covered it with a transparent security tape with hologram and other security features. The normal procedure is to get a new passport after a passport expires, but because of the unavailability of new blank passports, the embassy of our country extends passports in that way. Is a passport extended in such a manner acceptable to US embassies? Will this cause a visa refusal?

1. She should unlock the DS260 form and make the correction.
2. It depends on why the DS260 form was unlocked and updated. Nonetheless, considering a delay is better than a denial, I think people should stop stressing over the possibility of a delayed interview when a critical correction needs to be made.
3. I don’t know.
 
Hi, I wish know my passport is exactly 11 months to expire and I think my interview might fall on the day when it will be less 6 months, what should I do. Thanks
 
That’s all you need to focus on demonstrating in that case. You don’t need to worry about demonstrating you meet the work experience requirement.
 
Hi, I was successful for the DV2024 and getting married in August. We are submitting the ds-260 after we get married (prior to October 1 2023). Does she need to get her name legally changed (passports etc) before submitting the forms? Or do we put her name down with my last name, including marriage certificate but everything else (birth cert and passport) will be in her maiden name? Would appreciate some guidance as we don’t want to mess up.

She does not need to get a new passport prior to DS260 submission. The form can be submitted with your last name, however she will need to get a new passport before your interview.

So a friend of mine was recently selected for DV2024. Prior to winning the DV lottery he had applied for a school in the US and got his I20 then I submitted my DS160 on the 4th of May, 2023. His visa Appointment has been scheduled for July 6. Will you advise he goes for the interview? Is is he more likely to be denied since he has already declared immigration intent by sending his DS260? Will this affect his DV chances in anyway?

Anyway, I’m not in a position to advise your friend to attend or not attend the student visa interview, it’s your friend’s decision to make. If your friend decides to attend the interview, he should be prepared to demonstrate his strong ties to his home country, and if questions about his DV selection comes up during the interview, he should truthfully answer the questions about his plans. Denial of a NIV due to a declared immigrant intent will not affect his DV chances.

Anyway, I’m not in a position to advise your friend to attend or not attend the student visa interview, it’s your friend’s decision to make. Wrt, your question, my friend actually submitted a DS160, which is for NIVs and not DS260. That was before he got to know he had won the lottery

Thanks for clarifying the submitted form. I guess I got thrown for a loop with the “then I submitted my DS160” comment while you’re asking about your friend as a DV selectee who is going in for their student visa interview.

I have a question asking for a friend. She is DV2024 selectee and the principal applicant. She is a citizen of Afghanistan but was born in Iran. So she is eligible to take part in the DV lottery process as both Iran and Afghanistan as her country of eligibility/chargeability. However, by mistake she selected her country of eligibility in the DV entry as Iran. Now Iranian citizens can only select three specified US embassies as the location interview. But being a citizen of Afghanistan she is not able to obtain visit visas of those 3 countries where Iranians have to appear for interview. So I have 2 questions here:

1.Does the KCC send a file to the embassy selected by the selectee in his/her DS260? or KCC sends it according to the embassies earmarked per countries?
2. Is it possible to as the KCC to change her country of chargeability from Iran (country of birth) to Afghanistan (country of citizenship)?

I would be grateful for any advice on this.

No, your friend was not eligible to submit an entry as an Afghan citizen. Eligibility is based on country of birth only, country of citizenship does not make on eligible. Eligibility and chargeability for her in this case is Iran only. She therefore did not make a mistake by selecting Iran on her entry form as the eligibility country since that is her birth country, that was the correct thing to do.

1. Interview location defaults to the embassy with jurisdiction over the home address listed on the DS260 form. Her interview location will be based on her current home address, it has nothing to do with country of birth or citizenship.
2. KCC cannot change the chargeability country. Having said that, there’s nothing to change in your friend’s case. Her application was correctly submitted. Please make sure you fully understand the eligibility criteria yourself before you start helping others around this or recommending what you think they need to do because you think there’s an issue with their entry.
