I don't think there is an "approval" and a "final approval". Approval is approval.
Right now, since there's no visa number for EB3 available, your case will not be approved during interview. Your case will be onhold if the officer thinks your case is OK and it will be approved when the visa...
I doubt that.
My case has been approved for almost 8 monthes, but no card yet. I called them every month. The CSR always told me it takes 12~18 monthes to get the card. They even didn't transfer my call to immigration officers.

That means the A# is tied to a PR permanently, right? Do you know who keeps your information related to the A#? For example, when you leave the US and when you come back. Is it DOS or USCIS?

I've heard the A# will be printed on the green card and used to track the status of a LPR.
A# is assigned when the I485 is filed, that means that number is available when a I485 is filed but the visa number is assigned when a I485 is approved.
So what exactly is the visa number? How do we know...
My approval notice was sent out by NSC and I went to the local office with the approval notice to get the stamp.
Before a PP could be stamped, does the officer have to check the A# is in approved state? Or they just do the stamping by looking at the approval notice?
