Okay, with that explanation, I think you missed the opportunity to initiate a FTJ with the supervisor's help. You should have explained your family was back in your home country and was not eligible to process AOS with you but would be processing FTJ and that you need USCIS to send your case file to the embassy with jurisdiction over your family's location. Without the case file being sent to the embassy, you cannot do a FTJ.The supervisor asked me this process is for 4 people and why didn't you make the payment for everyone? I replied that I don't have enough money at the moment but I intend to apply as soon as I receive my GC and start working. He told me to explain this in writing, so I wrote a letter explaining that my family is in my country and I didn't pay them because I didn't have enough money at the time, I put their names and their ages.
Right now, you do not have enough time to file an I-824 to get your AOS file sent to the embassy before the FY ends.
It seems to me your only option at this point is a family petition which will take about 1 to 2 years before your family can join you in the US. Unless the supervisor understood (based on your response) you wanted to do FJT for your family and has sent over your AOS case file to the embassy accordingly, in which case the embassy will schedule and invite your family for an interview before the end of the FY.
