I received our passports back today with the visa stamp and the landing papers. It took 8 days for the passports to come back from the time they were recd at the Consulate and they did come back in the express mail envelope I had sent along with my passports.
The letter requesting for our passports was dated 18th Nov 2002 and received by us on 22nd Nov 2002. But we were flying the same night to India for a 2 month vacation so could not send the pasports. We reached India and sent a letter through courier to the Consulate General explaining our position and asking for an extension on the 30 day time period for sending the passports.
Received another letter from the Consulate dated 19 th Dec 2002 and marked as second and final notice and asking us to send our passports within the next 30 days. Also that our file will be closed after this period is over. This letter also mentioned that they did not receive any response from us with respect to their first letter dated 18th Nov 2002.
Sent another letter from India attaching proof of our first letter and asking for extension.
Reached USA on 17th Jan, sent the passports on 18th Jan 2003 (it had to be a weekend....just our luck), recd at Canadian Consulate on 20th jan, visa issued on 22nd jan and passports received back on 28th Jan 2003.
It was a truly long process .....where in my case they kept loosing and finding everything from my letters, FBI cards, affidavits to the ROLF. So one thing I learnt from this process is that its really important to keep you airway bill Nos and proof of receipt of package months after it has been sent to the Consulate. Because you never know when they might tell you they have not recd this or that from you. So you really need them as proof.
Also technically I sent my passports after the 60 day limit and stilll managed to get the visa but I guess it helps if you write to them with proof and try to explain your situation.
