As far as I know, you don't need to pay before your medicals. The initial assessment I received stated that I had a choice to pay the fees at that time if I wished to (along with submitting some extra documents), but I've opted to pay later once I've done my medicals (for which I was told to wait 6 months, like most people receiving their assessments during that time). From the experience of others I know, CIC will notify you to pay the ROLF within a time period (maybe a month or so?) if you still haven't paid them by the time they've processed your medicals and background check.
Apologies for not responding earlier to your message regarding paystubs, certified letters, etc......i didn't realize i had messages....for the certified letter thingy, I simply sent them an updated reference letter from my company and also got it notarized and sent them the notarized copy as well....for pay stubs, I sent them the 5 most recent ones I had....for bank letters, I just sent them an updated letter....simple and straightforward....
as far as going back to india is concerned, it all depends on whether you've been called for an interview....if you've already received a waiver, there is a very small chance of them calling you for one again, so you could take a small risk and go back home ... you can simply give them your brother's address as a forwarding address for correspondence and tell them that you're going back to india to wait for your PR process to complete (medicals can be done there as u might already know)....HOWEVER, if u've still not got your initial assessment done, then it's a bigger gamble to go to india coz of the difficulty in getting a tourist visa just for coming back in case of an interview....also, i'd rather not have my case transferred to india ....it's upto u to take that chance or legally stretch your time in the US.....what's the status of ur immigration process by the way ?
