Actually, I mailed the documents myself via USPS certified mail. The original NOF said to mail on or before oct 20th, I mailed it on 10th, which reached them on 18th oct. I have all documentation of the mail delivery etc. could this be the issue? or something else?

I was in the same dilemma. I basically forced my lawyer to get status on the application and then finally he found DBEC's address and wrote them inquiring status. We got a reply and CASE number too. The reply was pretty generic that they are working on it and blah blah .. couple of links etc...
