This surely not general RFE but it surely asks fro all general evidence. Even though you feel that officer has not seen your file properly you have to assume he did ........and considering that you may want to send new letters & newly presented proofs with little reference to old proofs...

As you said these packages are good to guide you if your credentials are satisfactory..........why people say its out of date ???.....you can read AAO decisions and will be able to sort of few points which were suggested in these pacakages but were found to be against requirements of category.

It will not work for NIW I will suggest you to do little bit more research. read some AAO decisions for for type of cases to learn from their mistakes.
