No document , case status is decision mailed , case history mentioned “fee waiver and new card ordered ”Another Q : is there any documents in case status or just decision was mailed

I just wanted to know if it's a possibility because my assumption is he might got approved on his asylum and they decided to process AOS instead of issues him a travel document based on TPS.
