I have no idea about I-765 and I-131. But usually they are processed first.

that memo is outdated. I140 is processed even if if the namechec is pending. the I-140 is independent of the status of the I-485. look at my signature, my I140 got approved while my namecheck is still pending. it is the case of all people here. so that memo is not applicable anymore.
