What I don't understand is, cases of the RIR and Non-RIR are being processed nearly the same dates....So even if they moved the case to Non-RIR, it should be done fairly soon.
But if it goes back to state and starts from scratch, you are screwed since it will be 2.5-3yrs before it gets processed by Fed (DOL).....
