Does that mean some DOT codes take preference over others? Note that most of these fast-track cases happen to ne non-RIR cases as well.

As GP points out that FLC DataCenter is not upto date as AVM is. Though the site says it has data upto 12/3/2003, that is not true -- or atleast not all cases upto this date are available. For my company, I found cases only upto July 2003. Even the entire database which is (32 MB txt file), does not provide all cases.
