Nozdam, I don't think there is a House and Senate version any more - this is the report of the conference committee, so it is a single version for both houses...

The following news snippet would explain the difference between Hastert's figure and the pdf file:

House Speaker Dennis Hastert of Illinois at about 7 p.m. yesterday said an agreement was reached on $41.6 billion in cuts. Before the measure was brought to the floor early today changes were made to erase $1.9 billion in Medicare cuts.

The revised plan cancels a scheduled 4.4 percent reduction in Medicare doctor payments and allows states to increase cost sharing to Medicaid beneficiaries.
 
I agree. Can we also contact Senate members if something on the EB relief can even now be attached? Or may be we shd focus and:

1. Send a letter of thanks to all the Senators and COngressmen who supported our cause
2. Send a letter to other significant congressmen about our problems and hopes
3. I think we should thank Matthew Oh for being our best friend in this time
4. Should have a new site like numbersusa
5. Talk to all groups for legal immigration
6. Try to talk to Sen Specter to see if he can introduce an amendment to the comp immi reform

Our next target should be the Immigration Bill which ius sceduled for Feb 2006. I think that emails, faxes and calls will not matter much. We should personally request meetings with our area lawmakers specially belonging to Republican party (because they are the ruling party) and try to 'educate' them personally about this issue. Once they understand the matter, we hope that some of them will fight for our cause.

If we want to do this, we must be quick. The congressman will go back for a long vacation until Jan 31, 2006. We need some DC, PA, and MD guys to meet these congressman and educate them. Any ideas?

Let us forget this Bill and may be they are thinking it to include this in the Feb 2006 comprehensive immi bill.

First let us stop sending faxes or phone calls for now....and open up another thread and go from there.

This bill is dead and let us stop yelling and pointing.
 
Guys do not loose heart. We are not lucky enough in this bill.

we have to fight again in a "proper" bill. We are all sad of the outcome of this budget bill. We need to understand little reality too. In my openion, provisions that were in 8001 is more demanding. It increses number of EB-visas from 140,000 to 350,000 or more (it is almost 3 fold of current numbers).

As a US citizen (conservative congresman like Smith and Sensenbraner), they will definitly do not like this many numbers. Particularly they do not agree these kind of provisions in a non-related bills like budget bills. All these points were clearly exposed by numbersusa with "visa for sale" notation.

They(law makers) think it is a major change in immigration nationalty act (excluding spouse, child from counting, and filing 485 & EAD w/o visa numbers). They feel that it should be discussed/debated seperatly in a bill related to immigration. This point is valid too.

What we need to do is form a strong group like numbersusa and propose a resonable relief formula (not much demanding) and we will send it to chairman of both judiciary committess to propose a standalone bill. (Like AC21 in year 2000). This will be a acceptable solution. This is my openion.

(Ps Do not think I am not a pro-immgrant, I suffered lot, like all of you from H-1B to Visa retrogression.And I have send abot 100 faxes, personal e-mails, phone calls)

Hi All...

I think what ever happened is happened, we can stop sending faxes and phone calls for now. How it would be if we give paper advertisement and express our feelings and educate them on this issue. It will definitely affect something in addition to our faxes and phone calls. It may also give negative impact but you know...we wont loose anything by giving this advertisement ..What do you think guys...

Be optimistic

I agree with can_card. I hav been watching, I faxed, called I did everything like many others. But the reality is our valuable efforts were targeted towards a wrong bill.

We can start new efforts towards comp. immi. reform to include these points.
I also think that in this country the media plays very important role and we should educate media about our condition, sufferings, explotations etc.
This will definitely yeild to educate many lawmakers and their staff as well as general public.
We should also emphsize about our major contributions, legal stay, tax-paying
, and still our fate is worst than the illegal communities. We definitely deserve different treatment than illegal immigrants. We should educate the law-makers
very effectively about this and that is our only hope.

Inspite of sending very 'to-the point] letters many of them understood our letters/emails and faxes as REQUEST FOR H1 increase. This educating should be a multi-pronged approach.

This is my opinion.
 
I do not think these guys give a damn about out faxes and emails. Unless we promise them votes or money, they are not going to do anything. The only way we can get something is if we pay some of the lobbying groups in Washington.

House Adopts Budget Bill Without H-1B and EB Visa Provisions

Early in the morning of December 19, the House adopted a conference report on the budget reconciliation bill (S. 1932) that did not include the Senate Judiciary Committee provisions that would have recaptured unused H-1B and employment-based visa numbers. The House was also forced to strip its proposal to impose a $1,500 fee increase on L visas from the final bill. Although we are very disappointed that Congress did not take affirmative action to ameliorate the crisis confronting American businesses and universities, at least the House was prevented from imposing the regressive tax on businesses using the L visas that it originally contemplated.

The Senate is scheduled to take up the conference report today, December 19, but Senate Minority Leader Harry Reid (D-NV) threatened on Sunday night to hold up all remaining Senate business in protest of the Republican leadership's attempt to attach Alaska drilling provisions to the defense appropriations bill. We will keep you updated on the budget reconciliation bill's progress in the Senate. If it passes without the provisions for H-1B blackout and retrogression relief, we will begin looking for new options to secure such relief in the new year.

I understand your feeling. I know, you did remarkable hard work. Since morning, I am unable to concentrate on work.

Let's do something constructive. One thing is clear, all the politicians know our problem but they do not care for us unless we do not take some drastic and eye opening steps.

I think, atleast thousand people from our community should seek appontment of house and Senate leaders at Washington DC on this issue. If possible, we all should meet at washington DC.

We should clearly communicate them that we are working here in a mutual interest. We are not begging sympathy like refugee are doing.

we all had wonderful time and energy. as somebody pointed out earlier in this forum this is a war. I am saying that this is the first step in our war.
The goal is to win.
This is my argument.
Educating the senators/congressmen and other related people is a very good idea.
But thinking that thay will fight for us is totally wrong.because the Q is "Why will THEY fight for US". If you think logically what benefit we are doing to these senators /congressmen (apart from bringing monetory value to USA).

Next we have come here to earn money and came here so that life here is easy here than in our home country and we have lots of opportunities..
may be a few will have a genuine cause (other than mentioned above) to stay here.
eventhough we have been seeing lots of trouble with h1, GC e.t.c we are going to stay here.
Most of them will be saying it is difficult and blah,blah,blah but will be staying here......no matter how stringent US makes rules for us we will be staying.if not then they dont have to worry about reforms.

so..............now we are all staying here (no matter what).
then we have to think how we can get these sections (8000/8001) or similar ones to be implemented.

regarding point 4 we should existing site(s) (isnamerica.org and like ) to bring to a level more the numberusa.(rather than constructing a new site from scratch).

apart form the points mentioned above we should all meet in groups with the people in our capitals and educate them.

Sorry to say dirshad that the chapter of S 1932 with section 8001 is over.
After conference report, Senate can not modify bill. They can only pass or reject the bill. Weather it pass of reject not going to affect us. However, it is going to pass as republican are rulling Senate and this bill is baby of republicans !!

Please start moving further.

I know that if something is important for this country, they would do that right away.

All this is CRAP! and taking years from our life! Damn it! What kind of game it is.

I think there was a business press from employer which they can not SUCK our blood anymore. They knew that I would knock the my boss' door 6 months later to ask 60 % incease and no more travel that much as a monkey.

They're just playing the game and we all, as third world country's people are just watching and m.st.rbating.

I'm tired and lost my focus on this sh.t.
Let me look some job positions over there in my home country to help them and hardly try to compete with US.

WHY WE "LOST"

I believe we "lost" because the argument was that all immigration reforms would be addressed in a comprehensive manner next year.
The flaw with that argument is that comprehensive immigration is mired in controversy over illegal immigration. To make us stand in line while they finish their discussion about people who have not followed the laws DEFIES all logic. This is what we must convince our lawmakers in the days to come. The needs of the LEGAL immigrants are immediate and that it is blatantly UNFAIR to combine it with illegal immigration in the name of it being "comprehensive"
 
A lot of news point that a comprehensive immigration bill is likely to be presented in Feb. 2006. We should to influnece this bill even before it is presented. Lawmakers will be in their local area during Jan. We should take care of our local area. We should contact our local Desi community leaders. They are mostly naturalized citizens, have lot of contacts with these politicians and most of them donate big chunk of money to them too. So they carry much heavier weight. We should try to arrange meetings with our local lawmakers ( congress as well as senate) through them. I am sure our desi leaders will prove to be a big help if approached properly.
Sending emails, faxes and calls help but not now. Ads and groups also help but we need personal and direct contact with these lawmakers now. Our arguments are sound and would surely convince many of these guys.
We have to meet our lawmakers when they are in their area. So when they go back to Washington in Feb. we should be having some allies.
That's the only effective way.

There are few outstanding members in this thread who have contributed more than the rest of us put together, and you are one of those distinguished ones. The loss is very painful given everything you personally and everyone else have done. But let's look at it this way: This was our trial lobbying :) This certainly was the first time that I called, emailed, faxed any lawmakers to ask for support or opposition on anything and this certainly isn't the last. :)

The reason I am calling it "trial" because we have learned few things from it, few things that worked and few that didn't. We did most of the things right, with few exceptions. One of the things that can and should be improved in my humble opinion is how we faxed the lawmakers. Sending the same fax content from mutiple senders and also resending the same thing several times probably wasn't as effective as we hoped it to be. I certainly am not undermining anyone's effort by sending the faxes, but after a congressman or senator has received the same fax over and over again, eventually the staff members will start to ignore them and label them "one of those faxes again". But if each of us have our own fax content, then the reader may will have atleast some level of interest in reading it, rather than throwing it in the pile after reading the same first line. Just as much there is value in volume of faxes they receive, there is also value in how much the fax moves the reader and compells him/her do something about it. We all have our personal stories to tell and how we are affected. Let's tell those to the lawmakers. While every story will be unique, there are some underlying reasonings that will be common, such as the mutual benefits for immigrants and the U.S. economy, the relief from hardship, etc. I have sent my personalized messages hat I wrote up from scrap and sent it via email to the lawmakers and I would gladly share them if needed.

Also, we will start calling the senators and congressmen early in the game. And as others have proposed, we will meet with them in person and will provide statistics and personal stories. But best of all, in our next fight, we will not be a bunch of strangers in a newsforum wondering how things are going. You know we already are a formidable force to reckon with when the staff members ask if it is about immigration we are calling about before we say anything :) This time we know what to do, when to do it and how to do it and we will succeed!!

I would like to add here part of the lecture note of Azim Premji, which was delivered at IIM Kolkatta during convocation (This is just one paragraph)
