protecting your passport and certificate

On the contrary, I like Texas (the state) quite a bit and have visited there on numerous occasions (my Puerto-Rican wife was actually asked if she spoke "Mexican" on one of those visits). What I don't like are racist, ultra-conservative politicians who never got over the fact that the South lost the Civil War. Some municipalities in the South still declare Jefferson Davis' birthday an official holiday. As far as my Bible Belt comment goes, its purpose was to describe a geographic area, not religious orientation. If you were offended by it, please accept my apologies and substitute the term in my original post with the word "Redneck".

Oh, one other thing. Of course Texas is one of the richest states! Most places with an abundant oil supply usually are.

Texas wasn't part of the civil war and is not considered part of the "South" (even though geography-wise it's definitely a southern state).
However, and you know because you live in nyc as well, there are plenty of pretty ignorant people who aren't redneck (and all voted for Obama for that matter).
I don't identify myself in the "bible-belt" or "redneck" category, very far from it, but as part of the minority who actually pays taxes in this country, I do appreciate their fiscal conservatism, a lot.

Texas was part of the confederacy and supplied troops to fight in the war. How does that not make Texas part of the civil war:confused:

My mistake, got confused because it wasn't one of the original 13 States.
Anyways, that doesn't change my opinion. I'm sick of seeing people being called names just because they're not ultra-liberal.
I don't know Gov Perry as I don't live in TX, all I know is that he has been elected democratically be the people of Texas. Why does anybody have to say his parents were sibilings? It's offensive and not even funny.
I'd never say anything like that about Pres Obama, even though I despise most of his ideas.

On paper, Texas may not be considered part of the South. However, Texans definitely identify more with the South than the North. In fact, they still refer to us as "Yankees".

I'm all for fiscal conservativism, but that's just one aspect of the issue. There's a huge difference between that and being the proverbial "good ol' boy" who supports Republicans because they "hate Ay-rabs" and because Obama is "named after Obama bin Laden" (both actual quotes from conversations I've had with a few Southerners). In fact, many so-called conservatives benefit from less-than-conservative (i.e., welfare) distribution of taxes.

NYC does have its share of ignorant individuals, particularly the ones who want to open the borders and support the "poor illegal immigrants" at the expense of taxpayers. As someone whose parents hand to clear some major hurdles in order to immigrate here legally, I take personal offense at the actions of those who "hop over the fence" and expect the same privileges as those who obeyed the law and did everything by the book.

Just to clear the air, I'm not liberal by a longshot. I consider myself middle-of-the-road. But I digress. This discussion no longer has much to do with the original topic.

There's nothing wrong in being liberal (or conservative). Let's just not call people names. :)

Fiscally Conservative? Bull if you ask me...

Guys,

This thread has become so interesting, I can't wait for the next posting...:D Texas has its own problems, first they send the biggest problem to the White House and now they are cracking down on anyone who present a passport to get a drivers license because they were not born in the US?

Rick Perry is a bona fide idiot and Texans proved this by electing him twice. You know who they elected before him and also on two occassion? Your guess is as good as mine. :p There is no doubt that large % of Texans harbor passionate hatred for immigrants, particularly Mexicans immigrants. You can't hide this fact and this is another wrinkle to humiliate all immigrants who have legal status in this country.

People who claim to be fiscally conservative have been peddling the biggest bull known to mankind for a long time. :( I am yet to across any type of service in this country or anywhere in the world which has stayed at the same price for the last 30 years. I am wondering who i suppose to pay for the expansion of roads in this country. It is absurd that we can't raise taxes because we don't want to offended those fiscally conservative who have the balls to give the rich and wealth $$$ in unncessary tax cuts for no darn good reason. The poster child of the fiscally conservative is Mark Sanford who flew business call to Argentina and we know what he did....:( Those who believe in Reagan economics should be ashamed of themselves, the 1980's are gone.

I theorize that consulates are under Department of State, and passport is a document issued by Dept Of State - hence follow same rules. I doubt other agencies and states are obligated unless there is such law.

Haven't seen a U.S. passport but, a Canadian passport clearly states on page 1 "The bearer of this passport is a Canadian Citizen". It also states on the bio page "Nationality: Canadian". I hope this helps.

blah blah blah, you tell me if it's fair that less than half of people pay for everybody else.
"Rich and wealthy" (very relative definition) already pay for everything in this country and they get very very little back. You can't keep raising taxes on them. Cut spending instead. And give welfare to people who really need it (and it has to be temporary). Many people made welfare a lifestyle.

Please do not mix fiscal conservatives with liberal leaning social conservatives (like the former administration).

You baloney doesn't have a name...

Sar,

I have never come across a rich person who paid for anything that I own. I pay for each and everything that I own, so let me know who is is wealthy person who is paying for everything. When I drive to NY, I am charged a toll fee which I suppose some wealth person is paying you will tell me. Taxes need to be raised to cover the costs of this crumbling infrastructure. When the bridge in MN collapsed, who was in office? We refuse to fix the basic infrastructure because we want to be fiscally conservative? :( You are delusional if you believe in this theory. I got a bill from the county the other day for my property taxes, I need to pay $8,970,45 for my house, but because some wealthy person is paying for each and everything, then I need this person now to pay for this property tax bill. So, I am hoping you will give me this person contact details, I need this money to pay by Sept 21st, 2009. Welfare isn't the biggest budget buster, military spending is the worst thing killing the federal govt. The wealthy have to pay more, and I don't mind a darn bit to pay for the property taxes, because to whom much is given, much is required. I live my neighborhood too!!:D:D

You use the bridge, you pay for the bridge, it makes sense.
Same thing with the subway. Those are not technically taxes, those are fees which you pay for a service. I don't use the bridge, I don't pay for it.
I'm not against taxes at all. They have to be fair though.
The wealthy ALREADY pay more, they pay for most of it. And remember, you should know if you ever opened any history book, governments (left, right, center, any government) are inefficient. The least things they manage, the better it is.

If I understand correctly, the non-citizenship status of a passport holder is indicated on page 27 (endorsements)? The bio page has no reference as to the citizenship status.

Given that the non-citizens US nationals still can live and work in the USA without restrictions, I still don't see how Texas justifies the requirement that the place of birth should be the USA.

Texas DPS has taken it upon itself to circumvent the Federal laws and create 2 classes of citizenship, that's all. It will be overturned on trial.

I agree, unless they won't accept a US passport from anybody (including citizens born in the US).

That'd be interesting to see. The Federal government declares the passport to be the "ultimate" proof of citizenship, but can they force various agencies to accept it as proof?

It's interesting. I think the States can decide for themselves, as long as they follow the Constitution (and therefore without discriminating among US citizens).

Correct me if wrong, what is the "Nationality" of those US Nationals who are not Citizens ? I am guessing its "U.S.A".

I?
As per section Section 101(a)(22) of the Immigration and Nationality Act:
'The term "national of the United States" means (A) a citizen of the United States, or (B) a person who, though not a citizen of the United States, owes permanent allegiance to the United States'.
Hence these nationals, guess ,are more 'US nationals'and not 'USA' nationals.
As per law they can apply for a 'CERTIFICATE OF NON-CITIZEN NATIONALITY'
but in practice they need to apply only for passport for practical reasons.
Further details are at:
http://travel.state.gov/law/citizenship/citizenship_781.html.
Also as per:7 FAM 1140 ACQUISITION OF NONCITIZEN U.S.NATIONALITY BY BIRTH ABROAD:
In Passport of US national(non-citizen)--
'Endorsement Code 09
Text:
THE BEARER IS A UNITED STATES NATIONAL AND NOT A UNITED STATES
CITIZEN.
Explanation:
Placed in a passport issued to a U.S. national who is not a citizen"
