A1: Probably there is no such a thing as "generally". I saw some people here received welcome letter in 2 weeks and the card in 4 weeks after local interview. I also saw some people here waiting over 6 months and still got nothing. So, I don't think there is a rule here, which is true for pretty much everything happened within the USCIS.confer485 said:... ...

(e) Retrogression of visa numbers. Generally, the availability dates on the Visa Bulletin move forward, but they do not move forward at a consistent pace, and they sometimes retrogress (move backwards). If a visa number retrogresses after an alien has properly filed an application for adjustment of status, and the alien appears to be eligible for such adjustment, he or she is allowed to remain in the United States until a visa number again becomes available. However, if the alien is not eligible for adjustment due to an issue not related to visa availability (e.g, inadmissibility under section 212(a) of the Act) the application should be denied accordingly. Therefore, the adjudication (including the interview) should proceed regardless of the visa availability issue and the application held in abeyance pending a visa number again becoming available only if the application is otherwise approvable. While the case is awaiting availability of the retrogressed visa number, the alien is eligible for issuance of advance parole for the purposes of travel outside the United States and return, at the discretion of the director having jurisdiction over the matter (see AFM chapter 54).

Thanks for the info, Although it sounds very pleasing but regardless of what they mention in the manual, I don't think they have read the manual themselves. These cases are processed randomly for sure and now another excuse for them to sit on their fat ass is the retrogression, they will not process any cases without current priority dates and the rest of the cases are sitting in what they call is " abeyance".
I don't doubt the power of my great GOD up there, if HE wants HE can get all of us out of this mess, But HE has to test them too, so hey I guess HE is the one to decide now...
