USCIS recently decided to start decoupling the EAD and AP “combo card” by sending out separate EAD and AP documents in an effort to expedite EAD processing times. Well, you’ve seen for yourself on the 2021 FY thread that is precisely what they did, plus the hurricane didn’t help back then (although those folks subsequently got approved without an interview). If I understood correctly, the IO told me he was waiting for my A-file from Kansas City National Archive; therefore, my file was temporary. I applied for a change status in 2011; I think he wants to see my A-file related to my change of status. This is the only A-File I can think of. How long do you think this process will take?
The IO asked me whether I had applied for asylum, which I hadn't. I just applied for a status change in 2011 (J-1 (not subject to two-year rule) to F-1), and I received approval that I learned when I was in my home country, but I did not use it because I had to return to my home country.
Currently, I am a Ph.D. student on a J-1 visa, received a waiver, and provided the document during the interview. Thank you.

No, not rare. Your IO should have requested the immigration file prior to your interview. Looks like they didn’t or they did but were yet to receive it. Prior immigration file is normally requested (from the archive or any other FO that may still have hold of the file) for review as part of the adjudication process even if the IO does not mention it at the time of the interview.Thank you! This should have only affected the spouse, as you each file a separate I-485 application.
