2. Once the baby becomes 21 he/she can file petition for his/her parents but the catch is that he/she must be making enough money
The formula is that the person must make atleast 1.25 times the poverty line X (number of dependents he is sponcering + himself and dependents already present in USA)

Since the baby is US citizen they don't need to go through the immigration process.
