Hi,
Has anyone had to request the 5 year police clearances from 2 different states? I lived in Illinois and New York in the last 5 years - do I need to fax or mail them a form to fill out?

So evidently, the file is transferred from the DO to Missouri for processing the actual green card.

It is perfectly legal to do both though, but processing of one application can affect the other.

I think the delays are probably because of the holiday season.

It IS legal to do both routes concurrently - USCIS just approves one and denies the other, depending on which one is processed first (depends on their backlogs for EB vs family-based at the time). This allows you to "hedge your bets" on the notoriously variable...
