My case shows an online status of 30 to 60 days also like Luna just after two weeks of sending my application; But i still did not receive my fingerpring notice yet.

If you are taking care of someone oversea and you can prove that by the money you are sending them, then I think the person become a dependant of yours eventhough the person never been in the usa. Yes if you have the itin number, you can claim the person on the your taxes.
