Based on my review of www.immigrationwatch.com, it seems to me the 12,328 cases is for Oct.,Nov, and Dec. of 2002, and the 21,267 cases is for 1~9 of 2003. Their one year (FY, I think)'s total is therefore 33,595 (12,328+21,267) is pretty much close to your project's total. You both did very...
