Yes you can. I went to kolkata for my visa revalidation instead of chennai consulate in june'06. did not choose emergency. but chose "returning worker to USA". no question asked during the visa interview regarding this SK

i received in 2 days in chennai. if you want you can collect the passport in the VFS office next day. check the vfs web site. SK
