Since you have applied directly thru the consulate, you will not have the applicatin ID. You will have to deal directly with the consulate only. Travisa will not be able to help you. The consulate should have sent your passports back to you with OCI. Keep contacting the consulate and see if they...
There were some posts in the below thread saying that Travisa is allowing them to take the passports without cancelling the OCI process. But seems like nobody has done this so far.

We all know we have to go through lot of frustration through this process. Starting from June 15, you don't have to send the original US passport with OCI application. I would suggest you send the OCI application after june 15 and let it keep processing. Since you already have the visa...

If you are still not clear, here is the answer in your terms. You should submit 1-original set and 1 copy of the entire set. Total two sets only.
Looks like Houston CGI is catching up. I don't see the 180 day processing message on the Travisa site anymore. In the requirements instruction, Travisa mentioned that the processing time is 40 days.
