Sometimes TNs are approved for only 1 year. Officers have discretion. Sometimes people change jobs sooner than 3 years.

Resume might be helpful on your first TN, but after that it tends to be ignored. If you are qualifying via associate's degree + 3 years experience, then I'd definitely bring your resume.

Sorry to hear your experience. Clearly a mistake by the officer. Canadians are allowed to apply for TNs at any POE, entering from any country. I have obtained TNs entering from Canada, Mexico, Barbados, and Japan.
