there is nothing like "file AC21". There are no forms to fill. On my lawyer's advise, I waited for a RFE to be generated. In the reply to the RFE my lawyer included EVL from my current employer and explained why I was eligible for AC21 in a cover letter. That's all.

I think all that matters is whether your salary falls within the range of salaries (check O*NET) offered for your position in your location. If you are in the bottom or top 10 percentile then you risk of interview increases, that's all.
