When is a Citation a Citation

After reading several posts about tickets between Interview and Oath, a question came to mind:
(This is more of a 'thought' question as I'm not (fingers crossed) in this situation. )

Is a Citation a citation when the cop writes out the ticket, or is it a citation when it is entered into the court's system.

I was told that the cop just makes an 'Observation' - it is the court that actually cites you.

So if you get a non-minor ticket (one that does not involve an arrest as in that case the situation is past a 'citation') on your way to the Oath, how does one handle the questions on the oath letter.
 
A ticket written by a cop is a citation. If you get a ticket before oath, you are expected to report it. In such case it would be best if you can pay the fine before oath and show proof at the oath.

If a cop gives a paper ticket, it is a citation. It needs to be reported. Courts will decide if you are guilty or not. Sometimes a cop just gives a verbal warning, considering the good driving history and other factors. That is not a ticket nor citation.
 
What if one does not declare traffic fines below $500 on the N400? Does one need to report a similar fine incurred between the interview and oath?
 
On citationn ticket, a law is cited with section number etc. Look it up in the statutes of yoru states. If it falls under penal code, then it is a citation.
Moving traffic violations usually fall under such category. A parking ticket is also called citation but it is usually about a civil debts you owe to a
township etc. . Parking ticket is usally not a citation

one thing...OP should be careful with is that in some states/cities, unpaid parking ticket can result in arrest and/or charge. A

Not entirely true..some tickets written by cops do not require court presence and as such are not considered citations. Citations by legal definition are a summons to court.
