pls help! RFE Advanced Degree

CSC I140 filed in 4/2001, 9/16 AVM RFE, 7/11 got fax letter from INS
The letter said,
Provide an official academic record showing that the alien has a United states advanced degree or a foreign equivalent degree in the field of COmputer Science, CIS or equivalent. Include transcripts of acedemic courses take. (The beneficiary has an advanced degree in "Geology" - and the submited evaluation also supports an education + experience equivalency for the field of "geology". It is not clear how this background qualifies the beneficiary as an advanced degree holder in the "Computer science" field)"
MS non-computer area, Worked as a pgmr since July 1992.
Evaluated in January 2001, as equivalence of MS of Computer information Systems. It seems INS didn\'t see these statements or was misled by other sentences.
1. I am planning to have another evalutaion report with additional employers (managers) reference letters. Q1: Do i need to get these letters notarized and mail them to INS too?
2. If my case gets denied, do I still have choice to downgrade to eb3?
LC:
college degree (MS);
major field of study (computer science, CIS or equivalent) either foreign degree equivalence or work experience & education combined equivalence.
Other special requirements (2 yr exp must have included performing analysis of user requirments and developing solutions of MIS system.
Q2: Any chance to go EB3 if EB2 fails?

VSC 140 RFE - Help Please...
RFE sent on 10/15/01 for I140. I have BS+9 years experrience. Submitted 3 experience letters. According to RFE note, "very little progressive experience seen from the experience letters". They have also asked financial statements from my company.
Are they checking the background of experience letters. What is the chance of getting I140.
Please advise and help.

IIO was very nice.
"Case transferred to an officer. Generally a few cases are transferred to an Officer at a time, so expect the result
before next Friday".
However, next week is cut-short because of thanks giving,
I may have to wait one more week.

Ed. eval is different from Progressive Exp. Did you file with an OLD Ed. eval?. My lawyer sumitted my ed. eval done in 1995. So, the RFE. I got mine re-done by my lawyer and costed ~$150. I am not sure where they sent it and it took ONE Business day. Your lawyer should be able to get it done and once you reply to RFE, within a Month your case will be approved.
Hope you had submitted exp. letters from your previous employers.

Lawyers told me the same they are getting evaluation for the BE i have but as i have applied for EB2 (+5 years of experience) who knows... i dont think with I140 documents i submitted experience letters from the previous employers.. Let see what happens..

I have been a silent listner to all info about RFE.Here are few details(since different from others)
EB2
R.D -10/00
RFE- 05/01--COMPANY TAX,( ABOUT MS or EQIVALENT in labor)
reply-07/01--DENIAL 140(but suggests that i will qulify for eb3)
R.D(EB3)-19/10/01
finally approved- Nov 14(01)
I totally gave up in the middle of this year BOZ F***edup case,but again conv... my attor and filed new 140( in eb3)
Thanks to all u folks for update, be patient with those who have RFE and plan accordingly(there will be light at the end of tunnel)
