Note that the practicality of using a Passport Agency depends on where you live. I'm in Atlanta, one of the largest metropolitan areas in the country (see http://en.wikipedia.org/wiki/Table_of_United_States_Metropolitan_Statistical_Areas) and location of the country's largest airport, but Atlanta's nearest Passport Agency is in New Orleans. That's about 500 miles away, and it's open weekdays from 8am to noon, only. If you live in Georgia, you'll need travel plans and a hotel reservation just to visit the Passport Agency, never mind the overseas trip that would be the ultimate reason for your trip to New Orleans!

It's strange that Atlanta has no passport agency but N'Orleans does! I have made an appointment at the NYC agency for April 1 at 7:30 am, the day after I am naturalised. I hope they can issue me a 52 page book on site. What's cool, though, is they issue the passport card on site!

Yes, certainly, you can apply for a passport at any passport agency. It is irrelevant where you live.
