You may not have a chance to hand the petition directly to Congressperson at the town hall meeting.
As I wrote to CS485 above in this thread, my recommendation steps are:
1) Visit the office as soon as possible with the following documents.
- your cover letter with your signature, name, and residential address (1 page)
(Please mention about "ImmigrationPortal.Com".)
- our petition (8 pages)
- the list of signature if possible
(It is more than 150 pages, but it must be impressive if you can bring it.)
One of staffs would remember you.
2) Then, attend the town hall meeting.
You had better bring the same documents to make it impressed.
The staff should remember you, so you can talk with her before the meeting.
You may ask her to introduce you to Congressman.
3) Ask a question during the QA session,
and try to talk directly to Congressman after the meeting.
Usually, Congressman will stay there for a while to talk with constituents.
