I would like to know if anyone else has experienced this problem or similar situation and has advice:
My N-400 was received on Sept 16, 2008, and I had my interview on April 6, 2009. I live in Manhattan, but the USCIS scheduled my interview in Garden City, NY (which is quite a hike for someone with no car). Anyway, I passed the interview, but the officer was perplexed that my interview was at Garden City instead of Manhattan. He told me that he couldn't give me an oath date, and that he was sending my file to Manhattan and that they would give me an oath date. He also told me that if I hadn't received an oath letter after about a month, I should follow up with USCIS.
A month went by without an oath letter, so I called the USCIS phone number. Of course, they told me nothing except that the USCIS won't do anything about an applicant not receiving their oath letter until 90 days had passed after the interview.
Next, I scheduled an InfoPass appointment at the Manhattan office. The officer there gave me the alarming news that my file had bounced back and forth between Manhattan and Garden City several times, and would likely continue to bounce back and forth until somebody did something about it. He contacted his supervisor. She arrived and.... again - brick wall. She was extremely dismissive and gave me the "90 days" spiel again, even though there is clearly some serious problem with my file that needs to be addressed.
I think the problem stems from my zip code, which was created two years ago. I don't think the USCIS computers have been updated to accept it. I had problems with the zip code at USCIS when changing my address, and when making InfoPass appointments, my zip code is not accepted by the web site.
Anyway, I wrote my representative and also filed a report with the ombudsman, so we'll see how that works out. I'm also going to make another InfoPass appointment and hope for a different result.
