Office Confusion - Garden City and Manhattan

Hi everybody,

I would like to know if anyone else has experienced this problem or similar situation and has advice:

My N-400 was received on Sept 16, 2008, and I had my interview on April 6, 2009. I live in Manhattan, but the USCIS scheduled my interview in Garden City, NY (which is quite a hike for someone with no car). Anyway, I passed the interview, but the officer was perplexed that my interview was at Garden City instead of Manhattan. He told me that he couldn't give me an oath date, and that he was sending my file to Manhattan and that they would give me an oath date. He also told me that if I hadn't received an oath letter after about a month, I should follow up with USCIS.

A month went by without an oath letter, so I called the USCIS phone number. Of course, they told me nothing except that the USCIS won't do anything about an applicant not receiving their oath letter until 90 days had passed after the interview.

Next, I scheduled an InfoPass appointment at the Manhattan office. The officer there gave me the alarming news that my file had bounced back and forth between Manhattan and Garden City several times, and would likely continue to bounce back and forth until somebody did something about it. He contacted his supervisor. She arrived and.... again - brick wall. She was extremely dismissive and gave me the "90 days" spiel again, even though there is clearly some serious problem with my file that needs to be addressed.

I think the problem stems from my zip code, which was created two years ago. I don't think the USCIS computers have been updated to accept it. I had problems with the zip code at USCIS when changing my address, and when making InfoPass appointments, my zip code is not accepted by the web site.

Anyway, I wrote my representative and also filed a report with the ombudsman, so we'll see how that works out. I'm also going to make another InfoPass appointment and hope for a different result.

You need to be proactive. I would contact the new york office director and ask for her help. That usually works.

Apart from contacting the district office directors, it is also a good idea to contact your local U.S. representative and both U.S. senators for NY and ask them for help. In my personal experience the best and possible the only way to get quick and substantive info from USCIS is via inquiries from members of congress.

What Manhattan zip code are you referring to?
 
I didn't know that Office Locator does recognize my zip code. I wonder why they sent me to Garden City? Maybe separate computer systems for different activities? Zip code problems are my best guess, but who knows?
 
That sucks. In addition to contacting Congressmen, etc., maybe try scheduling another Infopass and hopefully you'll get a more helpful IO with better suggestions than to wait it out? Good luck.
 
Another trip down to the Manhattan office, and things got sorted out this time. I guess I was lucky - the file was in Manhattan today :)

Anyway, I have an oath ceremony next week. Yay! Thanks again for the advice/concern.

I ran across this post as I was searching for information online. I am having the EXACT same issue! I had my interview in Garden city on May 4, 2010. It all went well but the officer was also surprised that they brought me there (instead of Manhattan - Federal Plaza) and she told me that they will need to transfer my file to Manattan. I still haven't received a letter, so I called them 2 days ago and the told me I need to wait 90 days. I am getting a bit anxious because I have the impression my file is also floating around, similarly to what happened to you. After reading your post today, I took an appointment at Infopass for this coming Friday. However, I would like to know if you have any tips on what I should tell them in order to avoid responses around "you have to wait 90 days." I appreciate any advice. Many thanks!
(By the way, my zip code also used to be 10021 and now it is 10075)

I think you are being proactive way too early. Your interview was only on May 4th. Give them another week or 2. Sometimes a simple oath letter can take 2 weeks to come.

Going by the history of this thread, when taking infopass, maybe take the appointment in both the DOs for the same day. That way, unless the file is in transit, they will be able to grab it and do something.
