If you were denied because of a crime that is a permanent bar to naturalization, you'll never be approved no matter how many times you try. If you were denied because of a crime that is only a temporary bar to naturalization, you may be approved if you reapply at least 5 years after the crime and have maintained a clean record in those 5 years.
If you were denied for insufficient physical presence or continuous residence in the US, or insufficient residence in the district, you can be approved next time if you wait until you have accumulated (or redone) enough time of residence and presence.
If you were denied because you applied via the marriage route and you got divorced or separated during the N-400 process, or you couldn't provide enough documents to show the validity of your marriage, you can apply successfully again if you either wait until you have the documents they want, or you complete 5 years of residence and can qualify independently of your marriage.

where is this person going wrong / or is his case a total lost cause and he keeps trying hoping someone will let him slide by

Unless you have a really spotty record that warrants unusually extensive background checks beyond the usual scope, you'll be fine. The USCIS doesn't check driver records.
If IO asks about job, she would answer housewive. There's no issues with that.
