Lost Green card, eligible for citizenship?

Hi

A friend of mine grew up in the USA, had a green card for about 10 years (till 98) when he went to visit Pakistan and managed to lose it. Hes been there since and the green card has expired and he cant get back into the country.

My question is:
1) Did he qualify for citizenship? My understanding is that 3 years on a green card is sufficient?
2) Does he STILL qualify? Hes been living in Pakistan since, can he still apply for citizenship at the US consulate there?

thanks in advance!

If your friend has been living in Pakistan since 1998, he has long since abandoned his permanent residence in the U.S.. Not only is he not eligible to apply for citizenship, but he wouldn't be allowed back in the U.S. even if he were to find his GC and attempt to come back.

Also, 3 years on a GC is only sufficient if you're applying for citizenship based on 3 years of marriage to a U.S. citizen. Otherwise, it's a minimum of 5 years, and the applicant must maintain continuous residence and physical presence in the U.S.

No way. He lost his permanent resident status and does not qualify for citizenship or for permanent residency. He has to start green card process anew.

Is she still in Philippines? Was she able to return to US?
She can apply for a replacement card if she hasn't lost her status.

but how?

how can she renew her green card?
We badly need your help guys I thik the expiration of her
greencard is March next year... please

Go to the US Embassy and explain the situation. They will be able to assist you better in these cases. Just explain your situation and ask for advice.

Assuming she has been outside the US for less than a year (without a reentry permit or some other exception, more than a year will invalidate the green card), she can apply for a transportation letter at the consulate which can be used to enable her to board a US-bound flight and enter the US. After that, she can file I-90 to get a replacement green card.

As far as the passport is concerned, she'll have to deal with her own country to get that, so I won't comment. But for the transportation letter they will require the passport, or at least another ID they find acceptable (like perhaps a US driver's license or state ID).

still dunno what to do

We called up her dad and found out that her green card will expire this September 2009. Our question is what if U.S embassy asks for any valid ids. Well she cant provide with any ids 'cuz her purse was stolen (all of her ids are in her purse) hea in the Philippines. All she remembers is her SSS #. She doesn't have her state id, drivers license, nor her school id.

What can we do?

Nobody can help her, 'cuz her dad's too busy working back in California.:(

She can get a passport from Phillippine. If she is a Phillippino, Phillippine gov't will issue one for replacing. If her nationality is other country and just visiting Phillippine, she should contact a consul in her country consulate and they will issue a passport for her. Once received her passport, she should apply for replace her GC.
