Filing for a 16yr old nephew

I am a citizen of the United States and my nephew who will be turning 16 in November arrived in the United States on an H4 visa. His mother has now been refused renewal of her H1 and as my brother is deceased can I as his uncle file paperwork for him to stay with me and become a resident?
 
You can sponsor your sister and she can get a GC through you in the next 12-15 years. You cannot sponsor your nephew directly.

Yes, I think it might be possible. You first have to adopt your nephew, that way you can file paperwork for him to stay.

What would be the basis for adoption the nephew? The mother couldn't get her H1B visa renewed, so she gives up the child? I don't think so, plus the adoption will stink "efforts to circumvent immigration laws"....
