DV 2023 AOS (Adjustment of Status) Only

My card was charged last night for the application fee, then this morning the announcement there are no more visas. Unfortunate that they can do this and not issue a refund. Is this standard practice?
Did you get that announcement as an SMS?

I had my dv aos interview on 1st September without a result. haven't heard back. Is there any hope for me?

Yes, it is standard practice. The Lockbox folks responsible for processing the payment have no way of knowing if there are any visas left or not. Same thing with the folks responsible for scheduling the bio appointment, they also do not know anything about visa exhaustion.
 
Yeah, you can give that a shot at this point as it seems like DV2023 might be over now unfortunately. I hate to be the bearer of bad news, but it seems the visa cap for DV2023 has been exceeded already and scheduled CP interviews are being canceled.

Yesterday, we tried walk-in interview at Memphis FO. People were nice and let us in for the interview. After waiting for ~20 minutes, we were interviewed. Everything went smoothly. However towards the end, the IO said that the visa might already been exhausted, so there is no guarantee of the visa. He added that the decision will be made in some days and will give us a call by Monday. Finger-crossed.
 
My friend entered the DV adjustment of status interview today and they approved her green card and didn't say anything about quota.
Words and current status are different things. Let us inform about her status. It must be "New Card is Being Produced".

Are you going by a verbal approval the IO gave your friend or does your friend’s online status show as either CPO (New Card is Being Produced) or Approval?
 
FOs might have already requested and allocated visa numbers for the eligible AOS applicants who are scheduled for interviews. This could mean that they are already among the pool of 'issued' (although provisionally) diversity visas. I would say it is prudent to wait until the end of the fiscal year to jump to conclusions. Hang in there everyone, who has been patiently waiting! Let's be cautiously optimistic unless it is proven otherwise by hard evidence :)

Yes, this will be interesting to watch and see. Considering we've always heard there is no allocation of AOS visas and they are only awarded a visa at the exact moment the IO logs into the system to pull one.

Correct. Unfortunately, the dueling factions of the US immigration bureaucracy are very badly managed and disorganized. It runs with a lot of 'maybe's, and literally with lots of hope and prayer by the applicants. I believe it shouldn't be a vague rollercoaster in the first place, but alas, we need to wait and see what happens.

Hmmn no, that’s not how the AOS adjudication process works. Visas for pending AOS cases are not currently among the pool of issued visas. CEAC tracks issued visas for CP cases, it has no information about AOS cases, wether pending or approved.

Going by the Early Filing Memo, we know visas get requested from the pool of available visas only when the IO assigned to the case is at the point of case approval, (take a look at page 4 of the Memo where this process is described). Most often, the IO is not even aware of visa availability while the interview is taking place (because they cannot reserve the visa in advance). The exception to knowing about visa exhaustion prior to the interview taking place or checking IVAMSWEB is when the DOS sends a memo to USCIS about DV exhaustion as shown in this post from DV 2017 when we had the same situation of visa exhaustion before the end of the FY, or if there’s a lockdown on IVAMSWEB ahead of the visa exhaustion memo being issued.
 
I had my interview today and I regret to inform you guys that (despite my attorney`s efforts and even talking with the supervisor), no visas were available for the EU region. The attorney even showed officer the manual and IO kept entering the system and then he said "He will review the case on Monday". Which is informally denial.

I accepted that I was not actually selected and always assumed that I shouldn`t make plans until I get the card. I hope those who didn`t get their visa will find an opportunity to settle their life in the US or any other country. Thank you Britsimon, Xarthius and SimonsMom for helping me predict the result.
 
I would like to add few things for future AOS applicants , despite all my attempts to have an interview from Brooklyn office, I couldn’t manage to get it before Semtember 8th. Seems like I missed my chance with few days. Brooklyn batched up other cases like mine and waited until September even though we sent our packages 3-4 or more months before, after many calls with Uscis, infopass requests, senator and congresswoman inquires, even a inquiry letter and walkin attempts.

My officer today, probably didn’t even have any idea about the quota cause when I mentioned it she didn’t even response.
