DV2021 ended on September 30th 2021. In the normal course of events, no visas would be issued after that date. There were lawsuits filed against the government which achieved a reservation of a certain number of visas for later issuance, but the two main ones only achieved a win for plaintiffs (who had paid a lawyer to represent them as a plaintiff). I assume you were not covered by those suits given your "out of the blue" question.

There was also another lawsuit (Rai vs Biden) that achieved a reservation of 966 visas for later issuance, but only for cases that were assigned to one of 27 embassies. Those embassies were: Vienna, Brussels, Prague, Tallinn, Helsinki, Paris, Frankfurt, Athens, Budapest, Reykjavik, Naples, Riga, Bern, Vilnius, Amsterdam, Warsaw, Lisbon, Bratislava, Ljubljana, Madrid, Stockholm, Johannesburg, Hong Kong, Dublin, Guangzhou, London, and Rio De Janeiro..

If you were originally assigned to one of those embassies you might still have a chance, although that lawsuit is being appealed by the government.

Other than that, if you were not covered by one of these lawsuits your chance from your DV2021 win is lost.

Thanks for your feedback. Well appreciated. My second question is, I checked the data given at the CAEC website this evening , My case number has “at NVC” attached to it. Please what does it mean?

It doesn't mean anything. At NVC is the starting point for all the submitted DS260 forms.

So do I understand this right - basically none of the underlying arguments matter, because by law diversity visas cannot be issued after the end of the fiscal year to which they are allotted?
Pretty much. Raises a question why it took 18mo to rule on that if things were "so simple". At least it's done now. No more waiting in limbo.

Well, things grind through the courts and they combined all the appeals here, and I guess they had to give all the lawyers space for their arguments. Sad for the applicants but not an unexpected outcome given prior rulings in DV cases, despite the lower court rulings mentioned in this case.

18mo (09/16/2022) is when all lawyers from all cases had a consolidated hearing in front of those panel judges. There was nothing else going on in the meantime.

At least we tried.. definitely a painful experience.

In the meantime, THOUSANDS of illegals are crossing the border and getting work permits within DAYS!

I still believe that legal immigration is the way to go, but come on! It’s hard
While thousands of illegals may be crossing, they most certainly are not being granted work permits within ‘DAYS’, and even if that were true to an extent, I’ll caution against presuming they’re having a cozy stay or an easy life in the US.

Oh really? What is your source for illegals getting work permits at all, never mind within days?

The cases we consolidated so the appeal decision covers a number of cases all with the same outcome.
I got that; I meant, I wondered what the timeline for other cases the court considered was. Trying to see if the DV case was unusually long or was just in its place in the queue.

Yes this took longer than other cases. Although the order reads as a simple decisive decision, they clearly struggled with it in some way - especially as they were reversing multiple highly regarded Federal Judges (Mehta and Chutkan have taken the many of the J6 cases).
