This is my understanding: So far most of the cases that are approved are RIR that went to regional from states, CA and Texas. There are few cases here and there from other states but not a lot. Most of the ppl from CA and texas have received their 45 day letter. Not many, very few from other states have received their 45 day letters. These happen to be in some random order, they pick a pile by "inki pinky ponky ...." and enter them into the system.
Currently the BEC's are working on entering all the cases into their systems to reach a deadline of sep 1st. They cannot do that at their pace so they are entering partial details which will still not generate the 45 day letter. After the partial details they will enter the complete details which will generate the letter. So lets assume that by sep they enter the partial details and in another two months they enter the complete details. Then 1 month for sending the 45 DL, you recieving it and sending it back and they entering that into their system. After that your case will be in the que for processing based on PD. By then I would assume that all the RIR cases with PD of 2002 will be done so TR of 2002 will start and since you are quite early in 2002 you can expect to be approved 1 month from then. (By the way they have another deadline that all the cases with PD of 2002 will be approved by the end of this year). They are talking around 2-3 months to mail the certification letter. So adding up we get Feb-March of next year. So if you fine with that then my advice is keep waiting just like me.
Your other alternatives:
See if you company is planning on applying for PERM. If so then try to convert your current case to PERM that way you can keep your PD. Or else wait till october, if EB2 doesnt got into retrogression then you can file a new case in PERM. Then you dont have to care about PD.
I cant think of any other alternatives. If anyone else can pitch in some it would be nice.
