I am on 7th year extension(6 years completed in April 2005).
Some of the cases with same priority date moved to Chicago DOL before moving to DBEC. But my case is still in state level, confirmed through screen shot also spoke with IL SWA 3 months back.

Udates on Murthy.com, immigration.com and immigrtion-law.com do confirm that BECs will cotinue to issue 45 day letters as and when data entry for a case is complete. That would mean when BEC case number prefix T changes to P or D.
