Let me clear this,
in GC 3 main stages.
1. LC
2. I-140
3. I-485
In setp#1 for LC two sub stages. 1st STATE (or SWA), LC is cleared(approved) by SWA and transferred to Sub stage2:- Regional (also called Federal). After Regional approves your case, you can proceed with Step#2 and #3.
Now, the picture with BEC or BPC (BEC and BPC are same).
All pending labor cases were moved either of two BEC's, which are working on all pending LC cases, they are Philly and Dallas. All pending labor cases were moved either to D or P. All these movement started around end of Nov04
If your LC got approved at SWA and went to Regional they would have assigned you a date that they received it, which is called RD (regional receipt date). If your Case was still at SWA when the move happened, your case might not have made it to Regional.
Whatever your scenario is, once your case is entered in BPC system, they will generate a letter CRNL or a '45 day letter' and send it to your attorney and employer. That letter is basically asking your attorney if they still want to proceed with LC on your behalf. The lawyer/employer has to answer the letter within 45 days (hence it is called '45 day letter') for continuation/termination of your case.
