FILLING MANDAMUS AND GETTING DENIAL has no connection!! you basically had weak case it's not about the mandamus stop lying to yourself saying thatI filed a writ of mandamus, and finally, after 9 years, an interview was scheduled, but the officer was not happy with my mandamus. They did not approve my case and sent it to court.

There is no general rule! You can file a mandamus lawsuit anytime. The asylum office has no jurisdiction to accept or deny it. They might try to fight back and take it to the court, but this is highly unlikely since it costs thousands of dollars for USCIS. If you want to file for mandamus, do it now, as I have heard that the interview schedule is set for the next 12 months.
