There no reason to inform CIS of the job change if your PD is retrogressed by few years, you might change the job again!
I read somewhere if your current H1 has expired and H1 extension or transfer is pending, you should not travel overseas, otherwise H1 approval will not have I-94. Please ckeck with some competent lawyer.
After all the correction s have been made in coming months(years?), PD should move in a linear rate. If someone's PD 2003 dec, approximate guess it will be current in 2008 dec becuase PD currently lags by 5 years for EB3-india. However, impact of April 2001 is still unkown for EB3.
You don't need to renew your AP when you move. Just file change of address (AR-11) and carry the confirmation notice from USCIS when you travel with AP.
Is it ok for part-time student to collect stipend or tution waiver from a educational institution working as Research Assistant (just few hours as week) while on H-1 for a different employer with I485 filed. Does the person need an EAD to do so?
They always issue EAD/AP for 1 year from the date of approval.
So, if you apply too early, you loose the balance on the previous EAD.
If you apply too late you are out of status. Either way you loose :(
You are free to do anything on EAD, however bigger issue is about your fulltime job with the employer who filed your I-140. You can leave your current if you qualify under AC21. Even then, you will have to get a fulltime-job in the same category as your LC to get GC approved.
You don't need an EAD buy or run a business. Working part-time however is a complicated issue on which you will need to do some research to get the correct answer for you situation. Short answer is, you need a fulltime job to get employment based-greencard
