You need to submit both ur I-94's, you will get a new one when you enter the country on H1B visa. Also, since you are switching frmo F1 to H1, you need to go to the consulate outside US and get the H1B stamped on your passport.

Don't worry so much, deal with is when it comes, no point worrying about things that might or might not happen. Keep your W2s ready just in case. I never submitted any W2 and never got any RFE! Hope it helps!
