Don't know about Topeka, but at Kansas City they did not check or limit guests, but there was also not much space at the back of the court. Probably enough space for 2 to 3 guests per citizen plus some extra.

It depends on the person accepting your application. At our post office they accepted the on-line forms without question, and stapled the sheet protector containing the certificate.

What do the N-400 instructions say regarding supporting paperwork for this question? I might attach a brief explanatory note to explain your answer eg stating you maintained US ties etc, and state that you will bring the papers proving your position to the interview.
