All they need to do is pay FBI a little more for FBI name check division is where the bottleneck is. As of 2004, they were paying a mere $4/name check application. And they submitted 1.5 million application only in 2004.

My 485 RD is July 2003. Still stuck in the dreaded name check. Followed up with the USCIS, Senator and Congressman. Finally got a senators reply saying "Pending Security Clearance". I hope the senator inquires now with FBI.

It seems FBI has specified the fee and its too low. USCIS is just not going to GIVE THEM MORE MONEY to expedite the name check. USCIS is happy with the EAD/AP money they keep getting year after year.
