I think you should first e-mail Mumbai consulate about the procedures. I am pretty sure that they will accept I-824 receipt. I did FTJ for my spouse through chennai and they didnt even see my I-824 not waited for its approval. Dont worry about I-824's approval, I dont think teh consulates...
