Parents' I-131 re-entry

My parents re-entry permit (I-131) application has been rejected due to non-submission of photographs.

Now, we've been given option to appeal the decision (I-290B) with a fee of $585.00 per person. They could have just asked us to submit the photos instead of denying the application. Can anybody shed some light? What should we do?

---------------- why you did not read that for filing re-entry permit one need to send Photographs? did you or your lawyer filed for re-entry permit ? if filed by lawyer then it is his/her mistake ask the help from him and let him pay the fee
Can anybody shed some light? What should we do?

-------------------- if the parents are still in US and fee is less for Reentry fee and not$585.00 per person then why not to apply again with correct documents neeeded? seek help from your lawyer

Yes, I would suggest re-applying for a new RP with ALL the documents. If you do have a reason for them to be expedited, do an expedite.
