I have question can I file GC for my step mother . if so what things need to be taken care while filing.

I have doubt that when IO will see that she is not my biological mother they might deny the case

Quite probably, since part of the I-130 application requires you to submit your birth certificate showing you mother's name. Has you step-mother officially adopted you? Under those circumstances you could probably sponsor her.
 
if your step-mother married your father before you turned 18, then you can apply for her immigration as if she were your real mother. However, if it happened after you were 18, you cannot. No official adoption is required.
Read the instructions to I-130.

Stepparent/stepchild: If your petition is based on a stepparent-stepchild relationship, you must file your petition with a copy of the marriage certificate of the stepparent to the child's natural parent showing that the marriage occurred before the child's 18th birthday, and copies of documents showing that any prior marriages were legally terminated.

My father got remarried 4 years ago he is 65 now (reason was my biological mother passed away and he was by him self) I am 37 and I dont know is adoption required ? because I have 2 kids and it sounds weired when you adopt 37 year old person.

Also my passport has name of my biological mother and so does my orignal birth certificate

is ur dad a USC? if yes why don't he petition for his wife?
 
Ok so way I read your answers is when I become citizen I can file for my father but not my stepmother (or my fathers wife) .
and my father can file for her when he becomes citizen.

Strictly speaking he can file the day he becomes a PR, but the wait is so long in FB2A that it'd be faster simply to wait until he becomes a citizen.
