You can get married inside the US and still go for an immigrant visa. Just enter the US with your visa or visa waiver, get married, have your spouse file the I-130 specifying the most convenient consulate in your country, and return to your home country to wait for your time to be interviewed at the consulate. Then once you interview and get approved, when you land in the US you are instantly a permanent resident eligible to work. The thing is, we don't want to marry outside of the U.S. and the way to do so in the U.S. was the k1 as far as we saw.
